Culture, ethnicity, and gender influence multicultural organizations, mass media portrayals, interpersonal interaction, development campaigns, and rhetoric. Dealing with these issues, The Howard Journal of Communications, is a quarterly that examines ethnicity, gender, and culture as domestic and international communication concerns.

No other scholarly journal focuses exclusively on cultural issues in communication research. Moreover, few communication journals employ such a wide variety of methodologies. Since issues of multiculturalism, multiethnicity and gender often call forth messages from persons who otherwise would be silenced, traditional methods of inquiry are supplemented by post-positivist inquiry to give voice to those who otherwise might not be heard. Forthcoming issues of the journal will highlight Asian concerns.

Submission of Manuscripts The Howard Journal of Communications accepts manuscripts in APA format, in four (4) copies, backed up on IBM-readable computer diskette. Include a list of key terms, a 200-word abstract, and a bio- sketch for each author. Send manuscripts to: Carolyn Stroman, P.O. Box 471, Howard University, Washington, DC 20059, USA.

Each manuscript must be accompanied by a statement that it has not been published elsewhere and that it has not been submitted simultaneously for publication elsewhere. Authors are responsible for obtaining permission to reproduce copyrighted material from other sources and are required to sign an agreement for the transfer of copyright to the publisher. All accepted manuscripts, artwork, and photographs become the property of the publisher.

All parts of the manuscript should be typewritten, double-spaced, with margins of at least one inch on all sides. Number manuscript pages consecutively throughout the paper. The length must not exceed 20 pages. All titles should be as brief as possible, 6 to 12 words. Authors should also supply a short-ended version of the title suitable for the running head, not exceeding 50 character spaces. Each article should be summarized in an abstract of not more that 100 words. Avoid abbreviations, diagrams, and reference to the text.

Manuscripts, including tables, figures, and references, should be prepared in accordance with the Publication Manual of the American Psychological Association, 4th Edition. Copies of the manual can be obtained from the Publication Department, American Psychological Association, 750 First Street, NE, Washington, DC 20002-4242; phone (202) 336-5500.

Illustrations Illustrations submitted (line drawings, halftones, photos, photomicrographs, etc.) should be clean originals or digital files. Digital files are recommended for highest quality reproduction and should follow these guidelines:

* 300 dpi or higher
 * sized to fit on journal page
 * EPS, TIFF, or PSD format only
 * submitted as separate files, not embedded in text files

Four-color illustrations will be considered for publication; however, the author will be required to bear the full cost involved in their printing and publication. The charge for the first figure is $1,200. Subsequent figures, totaling no more than 4 text pages, are $500.00 each. Good quality color prints should be provided, in their final size. Figures needing reduction or enlargement will he charged an additional 25 percent. The publisher has the right to refuse publication of color prints deemed unacceptable.

Offprints

An offprint order form will accompany proofs. It should be completed and returned with proofs. Corresponding authors will receive one complimentary copy of the issue.

Tables and Figures Tables and figures should not be embedded in the text, but should be included as separate sheets or files. A short descriptive title should appear above each table with a clear legend, and any footnotes suitably identified below. All units must be included. Figures should be completely labeled, taking into account necessary size reduction. Captions should be typed, double spaced, on a separate sheet. All original figures should be clearly marked in pencil on the reverse side with the number, author's name, and top edge indicated
